Best option is a gambling blocker (you set the password) on every device he has access to. K9 is free and effective for laptops/PC's. Mixed reports here on effectiveness for phones. Some have found internet provider's controls to be useful but I can't say I've tried that route. If his phone can't be blocked effectively he will need to downgrade to a basic non internet enabled model.
