Some forum users have mentioned using free parental control software on their iPhone; you might like to see what is available from iTunes.
With the parental control software, you could hold the password for your son so he wouldn't be able to reconfigure the settings.
Using a browser that filters out gambling sites is something many forum users have recommended to each other here, in addition to deleting apps and self-excluding from the gambling sites. If your son is willing to put those measures in place, that is a good sign that he is willing to reduce easy access to gambling opportunities.
